Open-burden records identify missing derivation work and downstream status without treating a blocked route as a final verdict.

Reader rule

No percentage score means no progress-bar proof.

The ledger is useful because it keeps unlike obligations separate. Scalar progress would hide the different proof, construction, and gate requirements.
